Delivering Scotland’s Circular Economy: Route Map to 2025 and beyond
The Scottish Government, together with Zero Waste Scotland, SEPA and other partners, is focused on how we best manage Scotland’s waste in order to contribute towards Scotland’s ambition to achieve net zero carbon emissions.
A 12-week public consultation on proposals for a Route Map to 2025 and beyond was launched by the Scottish Government on 30 May at the same time as the complimentary consultation for legislation in a Circular Economy Bill.
The Route Map consultation seeks views on the feasibility and ambition of proposals to reach our 2025 waste and recycling targets and to achieve our long-term goals of net zero by 2045.
The Route Map will be a strategic plan to achieve Scotland’s zero waste and circular economy ambitions and to contribute to wider net zero ambitions, including the major policy interventions and milestones required to achieve this ambition.
Zero Waste Scotland is facilitating engagement on the consultation with a range of key stakeholders. This is a continuation of the pre-consultation engagement which took place in 2021.

Route Map Proposals
The proposals for the Route Map are grouped into seven change packages:
- Promote responsible consumption, production and reuse;
- Reduce food waste;
- Improve recycling from households;
- Improve recycling from commercial businesses;
- Embed circular construction practices;
- Minimise the impact of disposal;
- Cross cutting measures.
